OneAPI BASE hangs at 96% installation

I just built a new system, performing clean installation of Windows 11, MS VS Community and now the oneAPI base toolkit. Installation went well until it hit 96%. Then it hangs. It's been about one hour with no activity. Task manager shows ~1% CPU, 2% disk (M.2), little network.

 

A while back I had a similar issue on my older system. After several hours that system completed.

Is the installation trying to connect to Intel.com and that service is not available or excruciatingly slow?

Yup, it took 5 hours to install on my Dell Precision when it first dropped, I put a note about the long time and Rod explained why. 

Go and take your grandmother to lunch?

This issue was present in the 2023 version as well (at least I experienced this a few months ago). The newer 2024 version is the one being installed now. It is behaving like it is (or had been) trying to connect to an Intel server and it is not getting a response, and only after an exceedingly long timeout does it give-up trying to connect and finish the installation. I am reluctant to try a cancel and then try a Repair (as the cancel may "void" the installation).

The CPU is Core i9-14900K so it is not a slow CPU issue.

Microsoft VS update checks. Intel make a MS "integrate this stuff please" call which than can take for ever apparently.

The update finished while I was getting my hair cut (and picking up some XMAS chocolates).

The install on my Windows 11 laptop was painfully slow, too. Then I disabled VPN and WOW!  what a difference!
