Options for distributing the compiler when you have a floating license

Hi

I have just bought several concurrent license tokens for both the windows and linux versions of the Intel Fortran compiler on behalf of my organisation (A UK university). The licenses are installed on a central FlexLM license server. We potentially have a lot of users (100+) out of a population of 35,000 ish individuals and I need to come up with a way of distributing the software to those want it. What options are legally available to me?
E.g.

Can I burn CDs with the products on and distribute them internally?
Can I offer downloads of the products internally?

In both cases I would not include any license files - users would have to contact me for a copy of the license that allows them to connect to our servers and use the concurrent licenses.

If neither of the above then what can I do?
