Purchase Intel 2016 FORTRAN compiler

Is it possible to purchase and download the Windows version of Intel 2016 FORTRAN compiler that integrates with Visual Studio 2015.   I need this or a compatible version for compiling legacy code.

No, not possible, and not necessary. The latest Intel Fortran Compiler can compile all your legacy code, as long as it does not contain errors. If you are finding problems, show us the source code and the error messages.
