Scigraph and color printing with White BG

Hi,
I am not sure if any of you have experienced this or not. If I change the background of any graphics (SCIGRAPH routines changed appropriately to $CIWHITE and $CIBrightWhite), the display screen looks to have a white background but when you print that to a color printer (HP/Cannon) the white background is not purely white (it has black dots on it giving it a more creamy color). I use another graphics routine supplied by MGS and there also I get the same problem. Can anyone let me know what color to chose for the background to print exactly white. Three other things:
1. I am printing directly from the quickwin print menu
2. When I print to B&W laser printer, the white background is not pixelated
3. I have heard from some our colleagues that WinNT4.0 does not give that printing problem. I use Win2k
I believe we have the right printer drivers installed.
Any help would be greatly appreciated.
