Transfer license to a different user

I am both administrator and primary owner of a license.

I am unable to set primary owner to a different user in my company as the domain name is slightly different -- Both email domains belong to my company though.

(eg., admininistrator email has aa.com domain where as otheruser's email has aatech.com domain)

Who do I need to talk to in Intel Licensing to be able to do this?

Andrew's response is correct, but you should file a ticket at https://supporttickets.intel.com/?lang=en-US and explain the problem, being sure to indicate that it is a licensing issue.

All the most recent intel Fortran versions are under the oneapi banner and they do not need a licence they are free to use. You can pay to get direct technical support.
