I'm on a Mac running v. 10.5, and I have xcode 3.1.3. I'm
running into problems when I'm prompted for the folder where xcode
resides. Based on suggestions from people who have run into this
similar problem, I've created a new folder, MyDeveloper, inside
Macintosh HD inside of which I have copied xcode. When I then point
/MyDeveloper in the input field and click continue I still receive
an 'Xcode is not installed in the specified folder' message.

This isn't a common issue so I don'thave immediateremedies to offer.
What version of Intel Fortran are you installing?
If the installer prompted then its unable to detect the Xcode from what I've seen. I don't know the mechanism used to check though. From what I've read, presence of /Developer doesn't imply Xcode is installed so you might just confirm Xcode is installed and working.
If you are installing Intel Fortran 11.1,if you a/tmp/pset.log installation log still available and are willing to upload to this post then that might offer more clues.
I also don't know if it will help, but perhaps you could try re-installing Xcode.
