ifort: error #10037: could not find 'link'

Using the "Fortran Build Environment for applications running on IA32" I get this error. It is a simple program with no call statements or links to libraries. Can you tell what the issue is?

This error usually happens because you do not have the Required Microsoft Software installed. See this article for more information including a link of to an article on software needed. If you do not have Microsoft Visual Studio already you can download a version of our compiler with the Microsoft Visual Studio Shell (look at the download descriptions in a registrationcenter.intel.com to make sure it has the shell).
