Every time I start GPA Monitor, it says that a new version of GPA is available. But the new version is the one I'm currently running :)

We just found out about this ourselves, and earlier today I uploaded a quick patch to the current GPA bits that fix this problem (the new file that fixes this issue is gpa_4.0_full_144237a.exe).
