Cannot download IPPS 2019 Update 4

I cannot download IPPS 2019 Update 4, I get a 404 if I try to download either for Windows or macOS:

http://registrationcenter-download.intel.com/akdlm/irc_nas/tec/15480/m_ipp_2019.4.233.dmg

http://registrationcenter-download.intel.com/akdlm/irc_nas/tec/15550/w_ipp_2019.4.245.exe

The error in the browser is:

HTTP Error 404. The requested resource is not found.
