I did not see forum focused on IPP as much as this, but you can find some IPP related topics on forums for programming, image processing, computer vision and so on.

I recommend you to do a search through this forum for some keywords, related to your area of interest, like Speech codec, G729, G722, G711, whatever, you will see many threads and may be find something useful for you.
