now I have an existing VS2008 project, I want to use the ipp h.264 codecs to add some more functions.
how can I make it work? the enviroment configuration is complex. anyone can show some tips?

Right, actually, Since version 6.1, Intel IPP samples for Windows* includes Microsoft Visual C++ 2005* project files for the following application:
media processing samples:
audio-video-codecs\application\simple_player:
audio-video-codecs\application\umc_h264_dec_con
audio-video-codecs\application\umc_video_enc_con
see more in New Microsoft Visual C++ project files available in IPP samples
So you can start one of them from MSVC2008 and run them. The configuration is ready.
