this is not expected behavior, you need to call ippsFIRSRGetSize and then ippsFIRSRInit_32f functions in advance calling the ippsFIRSR_32f
it the tips didn't help, please give us the reproducer which we could build against the latest versions of IPP and check and/or investigate the cause of the problem on our side.
