MP4 framerate question

Setting the info.framerate at the Encoder and the Decoder Params does not affect the default framerate 15 of an MP4 stream, is there a work around?

*Stream is encoded with MPEG4 Encoder and then decoded with MPEG4 Decoder of the UMC samples.
