Regarding E3930 Frequency

We are testing a total of 16 cards, of which 4 are operating at 1.3/1.4GHz, 4 are running at 1.8GHz, 2 are running at 1.7GHz,
and 2 are running at 1.5GHz. How may the CPU Can differ? 
CPU swapping is not possible as all are BGA manufactured. If all are working at the same frequency and one or two are exhibiting this behavior,
it may indicate a CPU issue, which can be addressed by swapping.

 

To clarify, I'd like to include additional detail on the behaviour of performing/non-performing cards.
When we perform CPU-intensive programmes. This is the behaviour of a performing or non-performing card.
In all cases,We are running ubuntu OS and the default CPU frequency before the test is 800MHz(from /proc/cpuinfo).
In the performing card, the CPU starts working at 1800MHz initially and continues to work above 1700MHz .
In non-performing cards, the CPU first starts to runs at 1800MHz before dropping to 1350MHz (1500MHz on some boards) while executing.

Due to this graphics performance also reducing to 1/4.

When we are probing core voltage it is differ for each frequency and this information is sent by processor itself. 

Where could be the problem??
