Running IPP for the first time

hi all,
First it is the first time for me to use IPP i have the version 4.1
i tried to compile the sample project ippsSample that comes with it but i have the error "catastrophic error: could not open source file "ipps.h" The following environment variables were not found $(IPPROOT)"
the user guid suggests that i add this environment variable but he says a phrase that i couldn't understand, he says
Set up your build environment by creating an environment variable (outside of Microsoft* Visual C++*) named IPPROOT that points to the root directory of your Intel IPP installation
what does he mean with adding an environment variable (outside of Microsoft* Visual C++*) ????
Second i have added this environment varaible manually to my environment variables but i still have the same problem :(
could any one help please explain why this happens
