how can i load a bmp image and split the image into 8x8 blocks and calcuate the mean, varients, ... dct, fft of each blocks

Hi,
I recommend you to download and look at various IPP samples we provide. You can find here a lot of information, like how to build on IPP functions different media codecs (MP3, JPEG, MPEG4. H.264 and so on), how to use IPP DCT, FFT functions and many many more.
