performance degrade using jni

In java environment the ipp library function called throug jni(java native interface)..Is it possible to degrade the performance using jni?

Usually, performance does not degrade significantly because of wrapper. Of course I assume amount of data to process is enough and so processing time is bigger than overhead related to JNI wrapper.
