I have evaluation version of IPP 4.1.1
can I use only IPP static libraries, without DLLs?

Hi,
evaluation version of IPP contains only DLL, you should get full version to have static libraries.

Hi,
no, themain differencefor licensed version against evaluation versionis IPP static libraries and one year periodof technical support. Theother important difference isdifferent licenses (in term of redistribution rights).
The functionality and performance is the same.
