usc speech codec encoder won't play

Hi, i downloaded the latest IPP library for mac yetersday. I built the sample speech codec application. I ran the encoder with:

./usc_speech_codec -format IPP_GSMFR -r13000 -v 8k16bitpcm.wav enc8k16bitpcm.wav

I tried to encode 8KHZ 16bits pcm file to GSM 6.10

The encoder ran successully and compressed file enc8k16bitpcm.wav was generated. However, when I tried to play the file, it won't play. why???
