The older product versions of oneAPI toolkits are accessible to the users eligible for Priority Support or users with the paid license that includes the product version.
If you have priority support you can access the older download through your IRC account. or you can create a ticket via the Online Service Center, and mention the license serial number and the mentioned product versions while submitting a ticket.
