Hello,
Accordingly to this old post, in 2017 Intel Compiler was unable to compile on linux for Windows target. Is it possible now?
What about compilation on Windows for Linux target? Is there a way to use Intel Compiler (icl, icc, icx, ... ?) on Windows to build Linux libraries or executable?

Currently, Cross compilation on Windows for Linux target is officially supported in the Intel System Studio product. It is Intel System Studio (Windows host) product that can build Linux binary on Windows.
The GNU toolchain is needed on windows in this case, e.g. a Yocto project-based Windows host/Linux target toolchain on windows or you may have your own windows to Linux cross gnu toolchain.
The latest version is Intel System Studio 2020 update 3. You need to get the Intel System Studio license and download the corresponding product from the registration center.

Currently, Cross compilation on Linux for Windows target is not supported.
Note: Intel oneAPI does not support Cross-compilation yet.
