A) Have you installed both OneAPI Basekit and HPC toolkits as the Fortran compiler comes with the later one - HPC toolkit, as mentioned in here Intel® oneAPI Toolkits.
If you did you can find the libmmd.lib at this path - C:\Program Files (x86)\Intel\oneAPI\compiler\2021.1.1\windows\compiler\lib\intel64_win

Yes, the information is helpful, and I have found the file, libmmd. lib.
But I still cannot solve the problem: why cannot my PSSE cannot find the file.

Hi Chang,
If your project is unable to find the library there might be some problem with the configuration.
Please try the following setting in Visual studio:
In Configuration Properties > Linker > Input, set the following parameter:
Additional Dependencies: libmmd. lib
Let us know if this solves the issue.

Hi Chang,
1) Open the Visual Studio and open your project.
2) Go to project properties by right-clicking on your Project in Solution explore or press: Alt + Enter
3) In the properties go to Linker->Input-> Additional Dependencies:
libmmd.lib
Enter the required libraries as mentioned (i have attached a screenshot for reference).
