You may want to use the forum search tool to find discussions of your question on the companion Windows Fortran forum.
The current Windows Fortran compiler gives you support for both the 32- and 64-bit versions of server 2003, as well as XP and Vista. It includes the PPE facility, which is a cut-down version of Visual Studio supporting only the Fortran compiler, no C/C++. So, you would likely need to buy Visual Studio only if you do multiple language development. Visual Studio 2005 currently is fully supported; if you don't need it right away, you might choose Studio 2008, which should be supported fully by Fortran within 2 months. Studio 2003 is no longer produced; it supports 32-bit development only.
The Professional version of Intel Fortran adds the Intel MKL math performance libraries. There is also a more expensive Intel Fortran which includes the IMSL 32-bit libraries instead of MKL, probably of little interest unless you already use IMSL.
