Can the external interrupts received by a cpu's APIC from IOAPIC be forwarded to another cpu ?

The chapter on APIC under IPI section in the intel manual mentions that "To allow a processor to forward an interrupt ... to another processor for servicing" ?

Does this mean that forwarding is possible in software (through OS) or APIC can be configured to do the forwarding by itself ?
