Intel server board for hardware , firmware and operating system debugging and development

I have a research " AI driven Debugging , Tracing, Observability and Governance.
In the market , all consymer motherboards are disabled the all CPU and Chipset debugging and tracing

How can I get a server board for research and developnent that satisfy my research requirements?

I highly appreciate your kind response.
I already fill my requirememt - the Intel Reference Server Board with Xeon CPU - in Intel partners contact form , I had asked Redington Gulf -intel partner - to send me a quotation in order to complete the payment proceedings.
