As title says, the server wont boot and freezes just before bios boot menu it sits on the little cursor at the top left.
Pressing F2 for BIOS on that menu makes it show "Starting Setup" but will freeze on that and sit there until powered down (40 minutes tested)
Taking the GPU, changing BIOS Bar and MIMO settings doesn't change the result.
Checking the BMC Postcodes Log shows heaps of printed 'DXE PCI Bus assign resource' but will freeze after a bit and stop printing (full log attached).

2. Have you tried to test different memory on your server board?

Thank you for the response. Please see my answers below:
No, this is not a new installation, and no changes were made prior to the issue besides adding a GPU.
Yes, I have tried different memory kits.
Please see the attached screenshot/log.
Yes, the system has been tested under minimal configuration. Everything has been removed including the RAID controller, reduced memory to 2 sticks, and no drives installed.
Troubleshooting so far has included changing BIOS settings, resetting BIOS to defaults, powering off and removing the CMOS battery overnight. Unfortunately, nothing seems to allow the machine to POST.
The display just sits on the blank screen with cursor until it decides to reset and try again, cause the same outcome.
The Postcode LEDs on the 2nd attempt today showed different values to the last error (see previous log, code 1001-0110)
