Using Windows IoT, When I reboot computer, OS hangs, and front panel error LED turns red. Looking at the selview file, I find the above error. When I boot again, it does a windows repair, saying to reboot computer. Upon reboot, server boots into Windows IoT.

Follow the instructions http://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/g23638004_sysinfo_userguide_r3_1.pdf here and contact our support group to check the server system logs and narrow the issue:
