oneAPI build with CUDA support

Hello everyone! I am building an intel/llvm repo with CUDA support, but when checking devices through sycl-ls, it returns an error. I am collecting this commit because driver is maximally compatible with the CUDA 12.0. How can this be fixed? Thank you in advance!
