3rd Party licenses for software usd in OneMKL

Hi,

 OneMKL contains several 3rd party components, for which the license terms are provided in `share/doc/mkl/licensing/third-party-programs.txt`. However, for two components these are missing:

```
=====================================================================================
14. METIS
   Copyright 1997, Regents of the University of Minnesota
=====================================================================================
15. MC64 Algorithm, part of HSL (formerly the Harwell Subroutine Library)
   Copyright (c) 1999 Council for the Central Laboratory
                      of the Research Councils
   All rights reserved.
```

Now, a customer of ours (who uses our software that contains parts of OneMKL) insists that these license texts are also provided - can someone help here?

Hi,

Please see the Third party software section of the license. The text file is complete and lists the required information on Third party software. You can obtain any separate license terms directly from the third party.

=====
Third party software.  “Third Party Software” means the files (if any) listed in the “third-party-software.txt” or other similarly-named text file that may be included with the Software. Third Party Software, even if included with the distribution of the Software, may be governed by separate license terms, including without limitation, third party license terms, open source software notices and terms, and/or other Intel software license terms. These separate license terms solely govern Your use of the Third Party Software.
