CPATH not set for MKL on Windows

When I run the Windows oneAPI setvars script it nicely sets CPATH (as well as INCLUDE) for all the packages except MKL. So to use the oneAPI MKL with a MinGW GCC build we have to add that to CPATH ourselves.

It is a minor glitch but it would be nice to have that fixed in the next release.

Thanks for noting the issue. The problem with CPATH was known and it will be fixed in future release. However, I couldn't reproduce the issue with INCLUDE. Could you let us know which version of MKL are you using?

Hi Aleksandra. I see that my wording was confusing but there is no problem with INCLUDE, just CPATH.
