access denied: cannot open mkl documentation pages for c

when I try to reach https://software.intel.com/en-us/mkl-developer-reference-c-cblas-gemm, I get

you are not authorized to access this page.

access denied.

Likewise for other mkl for c pages. I am logged in, and can open the documentation for fortran no problem.

Can anyone help??
