I download the latest mkl for both linux and windows and notice minor version is lightly different: 2017.2.174 on linux and 2017.2.187 on windows. Are they supposed to be identical?

I find it weird latest linux version is different from windows'. We use full version (including minor one) to link mkl. The different versions of linux and windows mean either we use different version on linux nad windows or just use 2017.2.
Another question: linux version contains vsl and vml but windows version does not. Where do I get vsl and vml for windows? (I downloaded the free version even though we have an license.)
