AMT web interface visible when PC turned on, but not when off

I've just been playing round with AMT on a new Dell PC, following the instructions in the Quick Reference Guide supplied by Dell (this seems pretty old; the screenshot shows BIOS extension v 0.9, and isn't it up to 6?) I've set it up as DHCP, Small Business, VLAN disabled (none here), and left the SOL and IDE-R settings unaltered. I can log in remotely only if the PC is turned on; I thought that you could log in with it off.
