This can result from Virtualization is disabled within the BIOS and/or Virtualization-based security (VBS) running on your Windows OS. Virtualization-based security (VBS) may be running even when all Virtualization Windows features are turned off, such as Hyper-v, Virtual Machine Platform and Windows Hypervisor Platform.
