PCIE not showing Intel Corporation Device 09c4 after rebooting the computer

Currently, I've been trying to setup "Intel Acceleration Stack for Intel® Programmable Acceleration Card with Intel® Arria® 10 GX FPGA".

I follow the instructions from this document, and download intel acceleration stack for development.

I also download bmc bootloader firmware from Bittware.

But when I get to this step ./setup_fim_and_bmc.sh, it said "operation timeout".

After I reboot my computer, I can no longer see the "Intel Corporation Device 09c4" on my computer.

My host is ubuntu-16.04.5-desktop, linux kernel version 4.15.

Please tell me what I can do to fix the problem.
