I purchased and received a RealSense R200 3D camera two days ago (Monday 13th of Feb).
Prior to that I had been checking out a friend's R200 camera. His camera was recognized by my Lenovo W530 laptop (running Windows 10) without issue. I was able to install the Depth Camera Manager R200 and his camera worked just fine.
I now attach my newly acquired R200 camera to the same USB 3.0 port and the Depth Camera Manager does not recognize the camera. When I unplug or plug in my newly acquired R200 camera, a green light momentarily flashes on the camera and the previously installed software momentarily recognizes the camera, but then the recognition quickly disappears.
I have since uninstalled the software associated with the R200. However, when attempting to reinstall the R200 software using intel_rs_dcm_r200_2.1.27.2853, I get the following (3 line) message:
Intel(R) RealSense Depth Camera Manager R200
Prerequisite Issues Summary
! The installer failed to detect an Intel(R) RealSense 3D camera on this system. The installation was terminated.
By the way:
Device Manager lists under Imaging devices:
Integrated Camera
Intel(R) RealSense(TM) 3D Camera (R200) Left-Right
Intel(R) RealSense(TM) 3D Camera (R200) RGB
USB Video Device

Here's what my directory structure for the folder you recommended looks like:
I don't have the same files as you do.
Previously, (before you mentioned R2) I filled out the SDK registration for SDK R3. When I installed SDK R2, I followed the link that you provided. There was no opportunity to "get an email with a download link." How can I get that link and still download SDK R2?
BTW, following your download link lets me download:
intel_rs_sdk_runtime_10.0.26.0396.exe
from
registration-download.intel.com
Perhaps by going directly to that link, it thinks I already registered for the SDK R2.
Can I register separately after downloading it?
Yes, I understand that the scripts need to be created in a development environment and then compiled. I was referencing opening the SDK sample program window. Perhaps that will come once the registration for SDK R3 is complete.

I am a little confused about whether you want R2, R3 or both to be installed. I would recommend only having one or the other installed on your machine to reduce the possibility of conflicts between the two.
You do not seem to have the SDK installed in the usual default folder. Perhaps the folders that you have been looking at were left behind by a previous installation attempt.
To be clear, 2016 R2 is installed from here:

And to install 2016 R3, you download and install the 'Essentials' module from here:

Please note that you will not be able to use Unity with the SDK if you choose R3, as it does not work with Unity yet.
The registration process for R3 seems to be greatly simplified from that of R2. When you click on the Download button beside the Essentials module, you place your email address in a simple form and then a download link is mailed to you,
Before downloading a new SDK, make sure that the previous one you downloaded is uninstalled.
Once you have submitted the form, check the email address you put into the form to see the email below. Where it says 'click here', click on the 'here' link to start the SDK download.

No I don't want R2 and R3 installed. I only want R2 installed, so I can get the full suite of sample programs working with my R200.
I mistakenly exchanged R2 and R3 in my last message. Sorry. I fixed it now.
What's the registration process for R2?

Yes, intel_rs_sdk_runtime_10.0.26.0396.exe is the download file for R2. This is the 2016 R2, There is also 'R2' at the top of the list, which confuses some people. This is the '2015 R2' - ignore that one.
Whilst I would officially recommend going through the formal registration process, it is possible to download the SDK with direct links too, bypassing this process. A benefit of using the registration form is that you are assured that you are installing the correct file, whereas with direct download links, you do not know for sure what you are getting until you have run the installer.
As far as I know, registering does not have an impact on whether the SDK functions or not. It instead records the registration on the profile of your registered Intel online account. This is why, sometimes, if you try to install the SDK after having installed it on a previous occasion, it presents you with an account profile page instead of the registration form. It seems to be somewhat random whether you get the form or get the account page.
Once you have made sure that R3 is uninstalled, try the ntel_rs_sdk_runtime_10.0.26.0396.exe direct-download and see how it goes.

Yes Marty, I happy to take your advice and officially go "through the formal registration process." So, how do I do that. I simply followed your direct link to get intel_rs_sdk_runtime_10.0.26.0396.exe for R2, and there was no registration for SDK R2.
If registering does not have an impact on whether the SDK functions or not, then why am I not able to find the SDK R2 window that contains sample programs. Remember the window with the tabs and SDK R3 is missing the tab for R200 because R200 is nolonger supported.

It sounds like the Intel download site may be having a bad day, where it launches a direct download immediately instead of showing the proper web-page with the list of available downloads and giving you a choice. It was doing this at the start of the month too, also on a weekend. So there's no fault on your part here.
Back then, I found an alternate download page that seems to work when the regular page is having a 'tired and emotional' day.

When you go to this page, it asks you to input an Intel online account login (which you likely already have the username and password for if you have downloaded the SDK already). Once you have successfully logged in, click on the ' intel_rs_sdk_offline_package_10.0.26.0396.exe' button to start downloading.
