Will the Real Sense camera let you interact with a PC like with a touchscreen monitor?

I'm looking at buying a new all-in-one, and like the new HP with the 34" curved screen, which is not touch enabled. Can the computer be controlled with hand gestures similar to actually having a touch screen, like moving windows, closing them, etc?
