OneVPL DTS/PTS ordering

Hello;

 

The feaure/bug referenced in https://trac.ffmpeg.org/ticket/10062 (ffmpeg) still seems not to be fixed in the latest windows driver (32.0.101.6130), although mentioned it was fixed on linux kernels.

Problem description: pts/dts are reorded in encoding D3D11 surfaces with Intel OneVPL sdk. Output frames have a wrong pts, but in H264 and AV1 encoding. This seems fixed for linux, but not for windows.

Tested with the latest onevpl sdk/driver downloaded and build from https://github.com/intel/libvpl, on a Arc310 running on Windows 10 Pro (19045.5011), Intel driver version 32.0.101.6130.
