Hardware Accelerated Video Encode Using Kaby Lake on Linux

What is the recommended way to use the hardware based video encode capabilities of a Kaby Lake CPU when developing software for Linux?

I'm looking for a C/C++ library similar to libmfx / Intel Media Server Studio; note Intel Media Server Studio doesn't support Kaby Lake, see (for example):
