Have you asked nvidia?  It is their card.

OK,  it is an  nvidia card, not intel, a microsoft OS, not intel, and not processor related.

A 32-bit program can only read a maximum of 4GB VRAM so that might be the explanation why that is being reported for your RTX 4070 12GB card. A 64-bit program will report the correct figure.
