I can see that the error occurs when the processor's frequency is the one being tested, have you tried running the application as administrator? If not, you can try by right-clicking on the application and selecting "run as admin".
If this does not help, you can try fully uninstalling and re-installing the Intel ® Processor Diagnostic Tool. If the issue still persists, please provide me with an System Support Utility report, this report can be generated from our tool, you can refer to the link below so you can download it:

· Could you please attach the Intel® Processor Diagnostic Tool .TXT test results? (Select the options file> Save the result file).
· Have you made any changes to the system (hardware or software)?
· Have you run the system on the default system (BIOS settings?
· Is this a new processor?

WOW! Just an unexplained thing happened. I ran the test again and now my processor gave it all OK:

I really have no idea what might have happened and if maybe this is the case for a false positive but I assure you that I have run this test several times in the last 7 days and in all gave error (FAIL).
Should there be any logical explanation?

I already had 8GB. I bought two more to make 16GB.
I noticed that after I added the memories I had problems with blue screen even that is why I downloaded and I ran this utility. But I have already tested with all 4 memories using the distro linux "memtest86", specific for this. You have not encountered any problems. Sometimes I also play StarCraft 2 which requires a lot of CPU for hours and I have no problem. Which makes all this strange.
Yes, I have the factory settings.
It's not a new processor, I've been using it for a year.

Did the issue begin after the change of RAM or perhaps was there any update done prior to the error? Was the issue always present since you downloaded the tool?
According to the error message the issue seems to be related to permissions and not really an issue with the processor itself. If you check in the task manager how does the frequency behave?
