Regardless of the CPU model the maximum turbo frequency depends directly on the Turbo Boost Technology. The description actually says the following: "Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology. Frequency is measured in gigahertz (GHz), or billion cycles per second." (that is located under Max Turbo Frequency on the same Ark link that you mentioned).
So in a few words, if you want to reach the maximum turbo frequency you must use Intel® Turbo Boost Technology to achieve it.
