Can the processor with a BGA socket be upgraded or replaced?

I have an Intel Celeron N3060 or processor Intel Celeron CPU N3060 1.60Ghz. With socket 1170 BGA (I saw it with CPU Z Software). So, my question is, can the BGA Socket be upgraded or replaced?

Maybe, if the stars all align, and you have the best soldering skills in the universe, and you have your grandfather's rabbit's foot.
