I have a bunch of Dell 7200s that are getting throttled to .4GHZ due to Package-Level RAPL/PBM PL1. I have tried everything I can think of to resolve this issue. One way it will speed up for a little while is to unplug and re-plug the OEM charging cable. I have tried rolling back the Intel dynamic platform/Thermal firmware, Installing Dell Power manager to turn the performance up to Ultra, disabling speedstep, updating all drivers/BIOS. I have confirmed that the core temps are around ~50-60C during this performance issue. I'm seeing around 15-20% CPU usage and 20% frequency. I've tried disabling esifsvc, I've verified Group Policy/Registry values. and at this point I'm running out of ideas. Is anyone else seeing these types of issues on with Mobile processors?

For me to better understand and diagnose the issue further, let me ask you to provide detailed responses to the following questions. This information will help me isolate the problem and determine the most appropriate course of action moving forward.
- Was it working fine before?
 - What was the last change made in the systems before the issue started?
 - You mentioned that the latest BIOS was installed and still the same? Let me check, how is the temperature of the processor?
 - Have you tried contacting Dell regarding this issue? To be honest, our support is very limited for this system since everything is controlled by their BIOS.

I am currently in the process of getting with Dell support. I wanted to make sure that I wasn't missing anything on the Intel side of the problem as well.

Dell has been unable to provide a solution, and they are recommending replacement.
This is the only thing that I can find that might be on Intel's side that could be causing the symptoms.

One way i've been able to recreate the problem is to stress test the machine for 5 or so minutes, and reboot the tool. The machine will stay at 400 mhz until I unplug/replug the charger, or it gets stuck at 400 mhz for an extended period no matter what I try. (hour at least)
