HI everyone. Recently after a startup my Dell inspiron 15 5584 laptops i7 8565u cpu got stuck at 0.40 Ghz. I have tried everything including Bios upgrade, CMOS reset, Clean Installation of W11, Updated Drivers,etc. Ran all sorts of diagnostics and found nothing. I tinkered with the intelppm driver registry and changed the start value from 3 to other numbers. CPU then runs at base frequency and Turbo boost doesn't work. But that is not a solution.
After checking with intel SSU I found something that doesn't make sense.

- When did you notice the issue?
- What is it that you found on SSU that doesn't make sense?
- Does it go higher than 0.40 Ghz when doing any heavy workload?
- To ensure your processor is operating as expected, I suggest running the Intel Processor Diagnostic Tool (IPDT). This tool will help confirm the health and functionality of your processor.

Thanks for reaching out.
1. It all started about two weeks ago. I used the laptop at night, shut it down and the next morning it was struggling to boot up. It was all laggy and slow. But it booted and I noticed the task manager where it showed 0.40 Ghz only.
2. Power Management Capabilities:"Not Available"

these are what don't make sense to me from SSU
3. At heavy load it does not go above 0.40Ghz or 20 percent utilization. In fact it is not capable of taking heavy load anymore. Frames on online games does not even go above 9 or 10 fps. Previously it could show 58 to 60 fps continuously.
4. Attached here is the report from IPDT and a screenshot of the task manager while running the tests-

Just to make sure, I even downgraded to windows 10, it was a clean installation. yet the results are same.

• Review the current power plan set on your laptop. If it is set to the Balanced Power Plan, consider switching to a different plan to see if the issue persists.
2. Optimizing OS Power Settings:
• Go to Power and Sleep Settings, then to Additional Power Settings.
• Proceed to Change Plan Settings and then to Change Advanced Plan Settings.
• Locate Processor Power Management and adjust the settings to ensure the CPU is set to maximum performance.
3. Verifying BIOS Settings:
• Within the BIOS, verify if Intel® Turbo Boost Technology is enabled.
• It is advisable to use the BIOS default settings. Please consult with the Original Equipment Manufacturer (OEM) for guidance on modifying BIOS values.

Hola.
Tengo el mismo problema y he realizado las mismas recomendaciones, para añadir he realizado pruebas de estres al cpu pero solo se limita a los 400Hz, me puede ayudar con la solucion o direccionandome donde puedo llevar mi equipo para que lo solucionen.
