HIgh Core Speed at .02 Utilization

I have a z590-e motherboard with a very powerful CPU (I9-11900k).  My problem is this, as I'm sitting at 1.8% Utilization and all my cores are between 3200 and 5100 Mhz.  Even when I have nothing going on except background apps running my utilization is sitting at .02% and yet my cores are between 1800 and 5100 Mhz.  Is this right as I'm burning a lot of power as my package is sitting at 22 and 25W.  

How can I lower my watts thereby reducing my temps and keeping my CPU Processor around for a bit longer?

The utilization is normal if not "doing nothing" besides the regular background apps and services... Usually the OS controls dynamically the cores speed depending on workload... what you may try is changing power plans from high performance or balance to a power saver mode...

I understand why Intel is doing this, which is fine by me.  However, it's my money going down the tubes if I want to underclock my CPU, unless there is a really good reason why Intel can't tell me how to do it.  I think underclocking is much better than over clocking it, as in my case I really don't want to do it.

Underclocking is being deactivated recently on newer platforms, usually by the system manufacturer (for example, in the BIOS)... I can think of only of playing with power plans, review your background tasks and apps, change fan settings (have it cooler so the temps are a little down), and adding maybe an additional exhaust fan...
