I'm running Intel Dynamic Tuning Technology (DTT/IPF) Version 9.0.11702.46642 on Windows 11 Pro. I have BIOS 2503 installed, the so-called stability BIOS, on an ASUS ROG Maximus Hero Z790 motherboard with an i13900K CPU onboard.
Even though I have DTT disabled in my BIOS, my core clock speeds are being throttled as if the DTT BIOS entry was enabled. Looking at Device Manager I see that both the DTT and IPF entries are hidden and state:
"Currently, this hardware device is not connected to the computer. (Code 45)"
I would the assume the DTT/IPF drivers are disabled but the drop in core speeds seem to indicate differently. Is this action happening because of the 2503 BIOS? It seems to have coincided when I upgraded to 2503.

I think I solved my problem. I changed two things in my BIOS and now my core speeds remain what I set them too. These are:
Disable Intel Speed Shift Technology
Set Package C State Limit to C0/C1
Before BIOS 2503 I didn't have to change these options. Again, I am presuming that 2503 precipitated my problem with core speeds.
