Intel XTU: 4870HQ Iris Pro 5200 Processor Graphics Ratio Limit doesn't affect anything?

I'm having trouble with the 4870HQ and the Intel Extreme Tuning Utility. I'm trying to underclock the Intel Iris Pro 5200 by lowering the Processor Graphics Ratio Limit to 3, making the max clock 300Mhz. However, changing and applying my change seems to have no effect in XTU or in CPU HW Monitor. What am I doing wrong?

This processor is t an unlocked processor and this may be the reason why it is not letting you change the processor settings with the Intel® XTU.
