After fresh install of win11 24H2 I encountered the 2738 error which never occurred on previous versions of win11 or 10 on the same machine.
The XTU version is 6.5.2.40 but trying to install the latest(10) bring the exact same error.
Manual install of Microsoft Visual C++ Redistributable did not helped.
Running installation as administrator and in capability mode did not helped as well.
Are some components just missing or 24H2 is completely broken?

Can you try Install Older Version: Sometimes, older versions of Intel XTU might work better with certain system configurations. Try downloading and installing an earlier version of Intel XTU for isolation purposes and let me know if you still getting same error message and try also to use Compatibility Troubleshooter: Right-click on the Intel XTU installer, select Properties, go to the Compatibility tab, and run the Compatibility Troubleshooter. This can help identify and apply settings that might resolve the issue.

6.5.2.40 is already pretty old and time tested version that worked well on win 10 an win 11 before H2 update on the same machine.
Compatibility mode did nothing.
I got another fatal error in the end of the installation (screenshot attached). Maybe it will help to identify root cause better.

meanwhile is there any way(some script maybe) to tune in intel iris manually, since I am using XTU particularly for that thing?

Based on my review of your system log report, it appears that Intel® Extreme Tuning Utility (XTU) is not compatible with your system, which is why we are unable to launch it. Intel® Extreme Tuning Utility only works for Intel® Core™ processors that include the letters K, KF, HK, X, and XE in their processor number. You can refer to How to Identify Your Intel® Processor for more information. In your case you are having Intel® Core™ i5-5257U Processor on your system.
Some versions of Intel® Extreme Tuning Utility can be installed on laptops or systems, but these versions will not work for overclocking purposes. This is because overclocking with Intel® Extreme Tuning Utility only works for Intel® Core™ processors that include the letters K, KF, HK, X, and XE in their processor number.
When the tool is installed on your laptop with an unsupported processor, you can view system information parameters such as processor information and motherboard and BIOS information. However, using the tool to change parameters on your laptop, such as core voltage, can result in inconclusive and unreliable behavior due to the unsupported processor.
