I have a Acer Aspire V3-772G with Intel Core i7-4702MQ with 2.2GHz, upgrade to
Window 10, can I turbo boost up to 3.2GHz? Please help, thanks.

In the right situations, the processor should automatically boost up to 3.2GHz. This would be when a single Core is active and the processor is relatively cool. There are other factors that could affect this, however; I've only talked about two. For example, the laptop manufacturer may have provided a crappy cooling solution and locked the processor to lower boost limits. As well, some laptop manufacturers will also lock to lower boost limits to make up for a crappy battery subsystem.
